THE 21ST ANNUAL MGIA CONFERENCE
AT THE RAMADA MALL OF AMERICA CONFERENCE CENTER
With growing
emphasis on our national security, gang violence has taken a back seat
to terrorism.
However, looking at the continued violence throughout the
state of Minnesota and across the country, it is apparent that gangs have
not gone away. On the contrary, as police and community pressure have
let down on
gangs, they have gained strength and now are stepping-up with increased violence
to take control of the drug trade and increase their membership.
The organizational
structure of a gang attracts survival-oriented youth who lack pro-social
bonds with family and/or the local community. Young gang
recruits reflect the entire range of cultural, racial, and socio-economic
populations.
This has become everyone’s problem, as no community is unaffected.
Participants
in this seminar will gain insight on the current structure, culture,
activities, and driving forces behind the gangs operating across
the Midwest.
We will look at effective non-confrontational / not in custody interviewing
and documentation of suspected gang members. We will also look at how
gangs function
while incarcerated and illustrate the incredible wealth of intelligence
information available to law enforcement from techniques used by the
Office of Special Investigations
in the MN-DOC.
Participants
will also receive detailed information on how local investigators have
successfully dealt a blow to organized
criminal gang activity in
our area.
